Point of view on the implementation of MRAs

                             For this dialogue, I would like to mention about these
                     following points;


                             Firstly, at present, the Royal Decree on Managing the
                     Work of Aliens B.E. 2560 is enforced. According to the Royal
                     Decree, the qualifications of foreign workers who can work in

                     Thailand is stipulated. Furthermore, this Decree also reduces
                     the restriction for some professions in accordance with the

                     Royal Decree on Occupations and Professions Prohibited for
                     Foreign Workers B.E. 2522.


                             Secondly, besides the regulations, there are also
                     other factors which are considered obstacles to mobilization,
                     for example, the attitude of the employers and people in the

                     host country. Additionally, language and the understanding
                     of domestic country are also restrictions on mobilization.

                     I think that these obstacles make the implementation of MRAs
                     difficult and it takes time to solve these problems.
