Firstly, since B.E. 2522 (1979), the Royal Decree on

Occupations and Professions Prohibited for Foreign Workers
has been enforced. In this Royal Decree, there are lists of
professions that are reserved for Thais. I think this regulation

has been enforced for many years and it should be reviewed
in order to facilitate the mobilization.

Secondly, I would like to mention about the immigration
regulation. Although the MRAs state the policy to promote
mobilization or that qualification recognition is established, the

mobilization depends on immigration law in the host country.
This is the limit of the mobilization. I think in order to facilitate

mobilization, each ASEAN country should review their own im-
migration rules, especially, the rules for issuing work visas for
the professions that we have MRAs.

For the suggestion to improve the implementation of
MRAs, firstly, I think we should promote the work in cooperation

among ASEAN architects. Secondly, all the governmental
organizations concerning the professions in MRAs in every
ASEAN country should work together to review and harmonize

domestic regulations.
