Point of view on the implementation of MRAs

by Dr. Wicha Jiwalai, representative from the Council of Engineers

For engineers who wish to work in other ASEAN countries,

they have to register for two licenses. For the first step, they
have to be registered as an ASEAN Chartered Professional
Engineer (ACPE). This registration recognizes those who have

already had a license in their home country. After being
registered as ACPE, they also have to register as a Registered

Foreign Professional Engineer (RFPE). Although the registered
foreign engineers are allowed to move around ASEAN countries,
the practice is different. For example, in Singapore there are

only three types of engineers – civil engineering, chemical
engineering and electronics engineering – whereas there are

seven types in Thailand, and more than twenty types in the
                 Philippines.

Additionally, the practice in each country is also
different – the British colonized countries like Singapore,
Malaysia and Brunei, practice in British style which is different

from the practice in Thailand, Philippines and Indonesia.
Therefore, the first challenge that I would like to mention here

is how we can harmonize the system in each ASEAN country in
order to facilitate the implementation of MRAs. To address this
challenge, I think that we should work together and exchange

                 our experiences.
