                 Point of view on labor mobility by Mr. Nilim Baruah, the
                 representative from International Labour Organization (ILO)


                          In my opinion, the practice of National Qualifications
                 is important for labor mobility. I would like to talk about rec-
                 ognition of qualifications which should cover all skills – for

                 electricians, for carpenters, etc. because when people are
                 moving, their skills need to be recognized. Moreover, if the

                 skill of workers is recognized, employers will be able to fit the
                 jobs to the workers. Therefore, the qualification recognition
                 should happen across different skilled labor, including medical

                 skill, law skill, etc. Additionally, I also think that the process of
                 qualification recognition should be facilitated.  I also noticed

                 that when we talk about MRAs, including this morning, we usu-
                 ally talk about medical, engineering or architecture area but I
                 think we should talk more about the mobility in tourism area.













                 5   For those who think that the recognition of qualifications will increase the
                 number of labor migrants, the speakers also emphasized that recognition is
                 not related to the immigration rate because the number of migrants depends
                 on the immigration law and the method to recruit the foreign workers.
