Executive Summary
This study developed a model to strengthen the rights and participation of people in
the public policy formulation process. Open-ended interviews were designed to collect
information about requirements for development from 760 stakeholders in Chantaburi
Province. The study also used a rating scale questionnaire to measure perceptions, opinions,
and actions regarded rights and participation in public policy formulation from those
informants. Twenty-three completed rating scale questionnaires were returned. The collected
data were analyzed by content analysis, frequency, percentage, and mean. The results
showed that the developed model comprised two processes: building understanding and
collecting information requirement for development. To achieve success, both processes must
be conducted with a mindset among government officials that supports people’s participation,
and support from government agencies and academic sector. However, due to the onset of
the COVID-19 pandemic situation, the model’s proposal development process could not be
tested because it requires public meetings. Therefore, this proposal development process
should be tested in the future. This would help prove further whether and how the process
of producing proposals can empower people in policy formulation. This would also expand
the implementation of the model with other target groups.
The results showed requirements and opinions from stakeholders in Chantaburi
Province and they are revealed here for the first priorities in seven issues as follow.
1) The general status of Chantuburi Province in the past. Generally, respondents
perceived that public utilities and infrastructure in Chantaburi Province remain inconvenient.
Besides, the respondents from Pong Nam Ron District mentioned that in the past, Chantuburi
Province had fertile natural resources and forest, pure air, a natural hot spring, and enough
water sources for agriculture. In Na Yai Arm District, respondents said that previously there
were many beautiful places with tourism potential but they were unknown.
2) Pride in Chantaburi Province. Provincially, the correspondents from most districts
responded that they take pride in public utilities, infrastructure, and the area’s traditional
occupations (agriculture and gem mining). Chantaburi people delight in agricultural work and
they feel security in their occupation. In terms of occupation and social group, most
respondents are proud of infrastructure and the area’s traditional occupations.
3) Desired future of Chantaburi in the next five years. Provincially, the correspondents
from most districts revealed that they expect better public utilities and occupation. Besides,
most respondents from Lamsing District expect to see undestroyed natural resources and a
