3) When doing development planning, relevant agencies such as the provincial office
and PAOs should integrate people’s proposals and expressed needs, gathered from various
areas, occupational groups, and social groups. Then, that information can be used as input to

develop proposals for development involving responsible agencies and the people. For
example, this would lead to focusing on development concerning occupations in Tha Mai,
Kaeng Hang Maew, and Kitchagood districts as the first priority. For another example, Klung
and Laemsing districts should focus their development on natural resources and the
environment. Those development priorities would respond to the people’s expressed needs

and concerns about their specific areas.
