Abstract

This study developed a model to strengthen the rights and participation of people in
public policy formulation. Open-ended interviews were used to collect information about
requirements for development from 760 stakeholders in Chantaburi Province. The study also

used a rating scale questionnaire to measure perceptions, opinions, and actions relevant to
rights and participation in public policy formulation from those informants. Twenty-three rating

scale questionnaires were returned completed. The collected data were analyzed by content
analysis, frequency, percentage, and mean. The results showed that most respondents were

proud about the infrastructure of the area and their occupations. However, most of them also
said that development of infrastructure and public utilities to cover all areas is needed.

Opinion on rights and participation was at the highest level while the action to exercise rights
and participate were at high level. Therefore, the government sector should promote space
for people to express their perceptions and opinions. The developed model should be further

examined to prove whether and how it empowers general people. For further study, the
questionnaire should be implemented with a wider sample population to compare

perceptions, opinions, and actions between social groups, which could lead to enhancement
of people’s rights and participation in specific areas and among specific groups.
