Abstract

The objectives of the project “A Study of Political Activities and Electoral Behaviors
in the 2019 Thailand General Election in Surin Province” are (1) to study the political condition and

political movements of organizations and groups related to the election of members of the House
of Representatives in Surin Province, (2) to study the political behavior of voters and candidates

in Surin Province, and (3) to study the changes in political behavior and patterns that occurred
in Surin Province during the election. This research revealed the following.

(1) The Office of the Surin Provincial Election Commission had little role to inform

the new electoral system to people, such as they did not campaign about the new rule of election
to people of all constituency, moreover they held only one training session for members of polling

station committees.This election was subject to many legal restrictions, so the government agency,
that is Ministry of Interior, commanded the local governing officers, subdistrict headmen and

village headmen to regarding neutralization.With the speed of communication technology, if the
people found the local governing officers was not neutral, the news of this would spread quickly.

Thus, village headmen had to be very aware of their political actions.

(2) Regarding the political behavior of the voters, they made their political decisions
depending on their age and party policy. While the behavior of the candidates who are blocked

from conducting political activities after the coup in 2014, they use the development activities
more directly to communities such as community enterprise, in order to improve people income.

These created a system of relationships and patronage networks through development activities
instead of political activities.

(3) There did not appear to be any obvious vote-buying in Surin Province over the course
of the election. Even political behavior patterns of citizens to making decision to vote rely on

important factors as political party affiliated with politicians.
