human capital; 2) group administration, exchanging ideas, planning; 3) community network,
community activity network such as community enterprise network, community tourism

network, operation network, and marketing network; 4) activity development, applying
technologies, creating product standards, product development.

3. Operation procedures comprise of 1) accessing production factors, availability of

tools, raw materials and local resources; 2) knowledge, transfer of knowledge from previous

generations, learning and developing, creativity resulted from community knowledge; 3)
creating communication, awareness and public relations, online public relations, participating

in goods trade shows, online marketing, distributing to field study guests and OTOP centers.

4) Operation outcomes comprise of 1) households have income, income from
products, employment, selling raw materials for goods production; 2) strong community

economy, community members have income, enabling working capital, less dependent of
external factors; 3) community enterprise, dividends from groups’ income, compensations,

savings, and group member insurance.

Proposal

The following proposal on guideline that would promote sustainable grassroot
economic development and proposal on utilizing research outcome is based on the research

on the opinions on sustainable grassroot economic development policy.
