Abstract

Conflict mapping is applied as a basic tool in planning for the conflict solution. The

simple diagram is created to identify the conflict issue, conflict distribution, stakeholders and
other stakeholders on the factors related to conflict situations and the assessment on various
options for remediation enable all parties to see the situation similarly. This will be useful for

communication in order to find solutions altogether in the future. Regarding the word
“development” from the project implementation according to the government policy, many
people possibly think of the positive meaning which comes from the positive imagination of
economic quality of life and better society. However, from the statistics and a large volume of

data, it unavoidably assumes that, on the other hand, the “ development” also brings
“ inequality” and causes “ conflict” eventually. The conflict between people and the
government currently happens in Thailand in general matters. It can be seen that the impact
and conflicts arise from the implementation according to the government’s policy in many

projects in different eras and in various cases and issues, such as the Pak Mun Dam construction
project, Bo Nok-Hin Krut Power Plant Construction Project, Construction of the Thai-Malaysian
Gas Pipeline and Gas Separation Plant, and the issue of building a power plant at Thepha,
Songkhla Province. This includes the conflicts over land between villagers and the government

in many cases of many areas. The empirical data shows another reality that over 40 years ago,
Thailand used the development approaches to create economic growth focusing on industry
and exports coupled with the concepts of Modernization and Globalization under the framework

of western democratic capitalism. It causes Thailand to seem Modernization without
development resulting in the weak system lacking the power to develop for sustainable progress.
King Prajadhipok’s Institute defines “Conflict Mapping” as a basic tool in planning for the
conflict solution. The simple diagram is created to identify the conflict issue, conflict distribution,

stakeholders and other stakeholders on the factors related to conflict situations and the
assessment on various options for remediation enable all parties to see the situation similarly.
This will be useful for communication in order to find solutions altogether in the future (King

Prajadhipok’s Institute, 2019). Regarding the controversy from the project implementation
according to government policy, it means policy or project that causes conflict due to the
“development” from project implementation according to government policy. This research
project continues to adhere to the above concept and develop it to discover the suitable

recommendations for King Prajadhipok’s Institute.
In the first, second, third and fourth phases of this research, the focus was on surveying
and collecting the data as the standard of each year with platform for the data collection
