Executive Summary
The research project entitled “Monitoring the Driving of the National Strategy into
Action: National Strategy on Balancing and Development of Public Management System”
aims to: 1. Further study on the driving of national strategies into the practice of government
agencies according to the sixth national strategy on balancing and developing the management
system 2. analyze the variance of driving the national strategy to the practice of government
agencies according to the sixth national strategy on balancing and developing the management
system of government agencies in Thailand classified by category of ministries 3 . study the
conditions of problems and obstacles driving the national strategy to the practice of government
organizations according to the sixth national strategy on balancing and developing the
management system. 4. study recommendations and guidelines for operational development
that are consistent and in line with the goals of the national strategy in balancing and developing
the management system of government agencies in Thailand.
This research is mix – method research. The quantitative sample is government
agencies at the department level or equivalent. The total number of units was 182. The
instruments used were a 5 level scale questionnaire and an open-ended questionnaire. The
quality of the tools was examined by means of validity and reliability. The data were analyzed
using frequency, percentage, mean and standard deviation, One-way MANOVA. The qualitative
sample is government officers, academics and CSOs that relating with National Strategy. Then
later research process is content analysis from the data in field work.
The results of the analysis of the driving level according to the sixth national strategy
on balancing and developing management systems into the practice of government agencies in
Thailand overall, have a high level of a drive into action. (78.56 percent). When considered
individually, it was found that the sixth national strategy on balancing and developing the
management system into the practice of government organizations in Thailand has 3 elements at
the highest level of driving into action: people-centered elements (82.90 percent), integrated
management component. (81.33 percent), components of modernization in operation (80.10
