percent).  There are 5 components of high drive-to-action, namely transparency, corruption-free

               and misconduct (protection and suppression) (79.82 percent), law elements and changing context
               (79.19 percent) composition of government officer (79.03 percent), components of human rights

               and equality in the justice process (75.55 percent) and the size of the organization and the public

               participation (69.31 percent). The results of an analysis of the variance of the national strategy to
               the practice of government agencies according to the sixth national strategy on balancing and

               developing  the management system of government  agencies in Thailand, respondents with

               different categories of departments and different  divisions have no difference  in driving  the
               national strategy to government agencies practice according to the sixth national strategy on

               balancing and developing the management system of government agencies as a whole.

                          The results of information analysis on the state of problems and obstacles in driving
               the national strategy to the practice of government agencies according to the sixth national

               strategy  on  balancing  and  developing  the  management  system  of  government  agencies  in

               Thailand.   There are problems and obstacles with three highest frequency, firstly, the problems
               of budget and resource allocation, Secondly, the agencies is not budget allocation of technology

               to develop the management system.   And thirdly, there is no budget  allocation for human

               resource development.   In conclusion, There are guidelines to operation development that are
               consistent and in line with the goals of the national strategy for balancing and developing the

               management  systems of  government  agencies  in  Thailand,  such  as  the  government  should

               prepare personnel and budget, bring digital technology to be optimized, should be the main host
               to create a platform for sharing information, etc.
