                       The UN That time is divided by for powerful ideological block ideological

                  collective economics development. This ideological vision make a significant
                  achievement in general assembly in two years. The Universal Declaration of Human
                  Rights (UDHR) has achieve more prominent and authority as a drafted as expected
                  in 1948. A number of scholars believe that the UDHR it is now part of customary
                  of international law binding on all states whether or not they have verified the
                  treaties. The UDHR is an adoption launch decade of development human rights
                  treaties most of which have been now ratify as majority of countries. Among the
                  first the two treaties, UDHR and comprise the universal of rights continual global
                  ideological vision to implement the UDHR two covenant to negotiate, on Economic,
                  Social and Cultural Rights (ICESCR) and on Civil and Political Rights (ICCPR)
                  assembly has adopted in 1966 but it was another decade the treaties receive the
                  35 ratifications require to bring them in force. 40 years later, each of them has
                  more than 170 ratifications including Thailand and the majority of Asian.

                       They are now nine core UN Human Rights treaties. Besides the international
                  bill of rights, seven core treaties have been gone for negotiated, convention on
                  elimination of racial discrimination, torture and disappearance, others on rights of
                  woman, children, person of disabilities, migrants work and family.

                       Despite increasing of adoption of human rights is norm, there have been
                  continuing an argument about the priority of civil and political rights on the one
                  hand or economic, social and cultural rights on the other hand. Two intertwined
                  discussion, there is a debate about individual or collective rights. In 1986, UN
                  Declaration on the Rights to Development affirms the human rights is indivisible and
                  interdependent. 2012, ASEAN declaration on Human Rights adopt this approach as
                  well. ASEAN member states explicitly affirms the UDHR including civil and political
                  rights and economic and social cultural rights saying all these rights is coded
                  ‘universal, indivisible, interdependent and interrelated. The sustainable goal as well
                  to affirm the indivisible and interdependent.


                       Nevertheless, there is continued tension between those who emphasize civil

                  others emphasize on rights protection of well-being empowerment of vulnerable

                  rights are important? Some emphasizes the right to self-determination of people’s.
