Leadership factor was the highest average with a mean of 3.79 (=3.79, S.D. = .80, Factor

Level = High), followed by the organizational structure with an average of 3.55 (=3.65, S.D.=.74,
Factor Level=high) and values / culture factors had an average of 3.65 (=3.65, S.D.=.72, Factor
Level = High).

Furthermore, the overall implementation level of the national strategy under the good
governance principles of the government organization is at a high level (=3.75). Once

considering each aspect, the result shows that the level of operation according to the national
strategy under good governance are averaging at a high level in the total of 6 areas. The order

of aspects from highest to lowest was moral principles with an average of 3.77 (=3.77),
followed by main component of liability with an average of 3.77 ( = 3.77), rule of law with an
average of 3.76 ( = 3.76), main elements of value with an average of 3.76 ( = 3.76), principles

of transparency with an average of 3.75 ( = 3.75), and participatory principles with an average
of 3.71 ( = 3.71).

On the other hand, departments that passed the good governance criteria of the
Office of the NCC and received awards are the Legal Execution Department, Department

of Business Development and the Department of Environmental Quality Promotion.

Factors influencing the national strategy under good governance are in a high level

with the average of 3.71 ( = 3.71), S.D. = .65, Factor Level = High). Once classified as individual
factors, the result shows that 12 factors influencing the implementation of the strategy under
the good governance principle were at a high average level and one was at mean average

level. The three highest factors were as follows.

Factor Level = High), followed by organizational structure with an average of 3.90 (=3.90, S.D.=
1.01, Factor Level = high), and policy factors with an average of 3.86 (=3.86, S.D.=.69, Factor
