average of 3.86 ( x =3.86, S.D.= 0.69, Factor Level = High).
Comparison of the operation level results according to the national strategy under the
good governance principle show that the sample groups affiliated with different departments
and positions do not have significantly different opinions on the operational level according
to the national strategy. Both overall and in individual elements at the level of .05. Sample
groups with different work experience have different opinions on the operation level according
to the overall national strategy with statistical significance at the significance level of .01. The
factors influencing the implementation of the national strategy under the good governance
principles of government organizations with statistical significance at the level of 0.01 were
leadership factors (Beta = .32), values / culture factors (Beta = .27), and external environment
factors (Beta = .17).
The results of qualitative research show that the issues and obstacles of the
implementation of the national strategy in balancing and developing the management system
under the governance of all three government agencies share common problems: insufficient
personnel, personnel performance, insufficient budget, policies’ urgency interfering with the
routine work, strength of the public sector organization, government support, and
technological readiness. The guidelines for the development of the implementation of the
national strategy in balancing and developing the management system of the government
organization show that the government ought to review the mission and budget accordingly
and prioritize work urgency. At the same time, the three agencies shall accelerate the
personnel development among the new generation so newer staff acquire sufficient
knowledge and ability in order to replace retiring personnel, along with the increased
implementation of the use of technology to work to replace personnel and increase work
efficiency. Significantly, it is important to emphasize the development of the public sector
organization to become a strong mechanism to effectively drive the policy at the local level.
