5.3 Classifies, verifies, and identifies fingerprints
of voters.

5.4 Provides technical assistance in the training
programs on the taking of fingerprints,

fingerprint identification, and document ex-
amination.
5.5 Exercises functional supervision over field

offices.

6. Finance Services Department (FSD)
6.1 Prepares and administers the budget of the

Commission.
6.2 Advices the Commission as to its financial

condition and on the status of appropriations
and allotment.
6.3 Maintains an accurate record of all financial

transactions and prepare fiscal reports.
6.4 Passes upon claims by and against the

Commission.
6.5 Performs administrative functions incident to
its regular fiscal control functions including

the development of instructions and
guidelines for field personnel.
6.6 Exercises functional supervision over the

Regional Offices.
