2. Election and Barangay Affairs Department (EBAD)

2.1 Advises and assists the Commission in the

formulation and implementation of policies
for the effective, efficient and economical
holding of elections and referenda and

canvassing of results.
2.2 Develops guidelines, criteria, standards, and
procedures on the conduct of registration of

voters and the holding of elections, referenda,
plebiscites and other political exercises for
the observance of Commission personnel in

the field.
2.3 Plans and programs the activities for the holding

of elections or referenda and the canvassing
of results.
2.4 Analyzes and evaluates field reports on the

conduct of elections, referenda and other
forms of consultation and recommend

measures to ensure free, honest and orderly
holding of the same.
2.5 Prepares and updates projects and maps

of precincts indicating their respective
locations and jurisdictions.
2.6 Exercises functional supervision over the

Regional Offices.
