B. Expanding IEC Performance Assessment:
The IHOPE Framework
iHOPE: Conducting Inclusive, Honest, Orderly, and
Peaceful Elections
Taking off from the performance assessment models for the
Philippines (2011-2016 COMELEC Strategic Plan, AES Watch automation
assessment guide) and Thailand (KPI-developed dimensions and indicators
for ECT), this research has developed the IHOPE Framework as an
attempt to put forth a more comprehensive performance monitoring and
assessment framework for IECs and their stakeholders.
The prototype Framework has 10 pillars corresponding to key
elements of the a) Core Electoral Process, b) Engagement of Political
Parties and Candidates, and c) Engagement of Mass Media, Academe
and Think Tanks.
