194 ENHANCING ELECTIONS AS INSTRUMENTS OF DEMOCRACY IN THE ASEAN REGION
This situation pointed to the need for the envisioning of a strategic
roadmap towards supporting more inclusive democratic processes and
outcomes and more effective and responsive institutions. The following
image is an attempt to draw the key initiatives that will lead to this desired
outcome.
There is so much debate about social security, democracy,
and development but they are being discussed as though they are
disconnected, and can be pursued independently from one another.
In reality, they cannot be disassociated. If our aim is to promote and
support democracy in a developing society, then we should focus on
enabling more inclusive governance (making all voices count), more
inclusive development (making all dreams reachable/ plausible), and
more inclusive security (making all lives matter). This diagram illustrates
the foundational elements that need to be in place to support
democratic and inclusive governance.
