Constitutional Reforms
• The Constitution should not be viewed as a static legal
document that is set in stone. Key constitutional provisions
have to be reviewed and appropriate revisions made to
outdated provisions on state governance and suffrage.
• No systemic reform can be done without strategic
constitutional reform.
Electoral and political party reforms
• Come up with political party reforms that will enable parties to
come up with viable platforms and programs of government,
ensure that they are sufficiently financed and that they have
equivalent campaign resources.
• There is a need for parties that will enable real and genuine
representation of the people’s interests, especially of
minorities and marginalized groups.
• Enable a party system that will produce a majority winner,
not a mere plurality.
Programmatic Political Competition
• The opening political competition gives people a sense that
they have a say in and control decision making; if people
feel they control decision making and their votes matter,
then they will participate in the elections.
