Despite the inclusion and prioritization of automation in the
resolution and organizational agenda of Operation MERIT, the COMELEC
did not have a parallel plan of action towards achieving the targeted
outcomes, hence the Commission did not have a comprehensive plan
of action when it implemented the AES in 2010. Noteworthy is the lack
of recognition of the need for a review and restructuring of COMELEC’s
administrative and operational set-up and capacities to respond to the
requirements of the AES and its implementation on a national scale. These
are indications that the AES was not fully integrated into the COMELEC‘s
overall reform framework when they drafted Operation MERIT.
B. COMSTRAT 1116 for 2011-2016
IFES facilitated the development of COMELEC’s 2011-2016 strategic
plan (COMSTRAT 1116), which aims to institutionalize and implement key
reform and performance measures in 10 identified pillars that support
the conduct of “free, orderly, honest, and credible political exercises”.
