10-point agenda crafted by Commissioner Romeo Brawner:

TEN POINT AGENDA
1. Automation of the May 2010 and ARMM elections
2. Stepping up of the voter education and information campaign to
emphasize that voters the need to exercise their suffrage intelligently
3. General registration of voters for 2010 or cleansing of the national
voters list,
4. Improvement of the judicial functions of the COMELEC through a
thorough revision of the COMELEC Rules of Procedure
5. The institutionalization of a system for the raffle and assignment of
election cases and the speedy disposition of all electoral disputes
6. Organizational structure with the end in view of empowering the
COMELEC regional election offices by decentralizing some adminis-
trative functions.
7. Increase in the salary and compensation package of COMELEC em-
ployees
8. Institutionalization of health and welfare package or program for
COMELEC employees
9. Construction of the COMELEC building, development of housing pro-
jects for employees and renovation of COMELEC cottages in Baguio
City
10.Strengthening ties with civil society electoral reform advocates
