A. Operation MERIT (Strategic directions for 2005-2010)
The COMELEC‘s strategic directions for automation was outlined
in Resolution No. 7669, otherwise known as Operation MERIT
(Modernization and Electoral Reforms with Integrity and Transparency).
Adopted on May 24, 2006, it outlined the COMELEC’s new mission, vision
and strategic plan for 2006-2010, including election automation as one its
