               A. Overview


                        The following section presents the performance indicator
               frameworks in place in the Philippines, and, in the case of Thailand, the

               first comprehensive framework that was crafted by the project team
               with key experts.





               B. Philippines: IEC Performance Indicator Frameworks


                        Organizational Performance Indicator Framework

                        The Organizational Performance Indicator Framework (OPIF)
               is the primary performance evaluation and monitoring scheme for
               government agencies in the Philippines.  It was introduced in 2000 by the

               Department of Budget and Management (DBM) to improve the way the
               budget is allocated, reported and spent towards greater accountability

               and transparency in the delivery of public services. With the adoption
               of OPIF, or what is more generally known as results-based budgeting,
               the focus of budgeting in the Government of the Philippines (GOP) has

               shifted from inputs or activities to results towards attaining the GOP’s
               desired societal goal of inclusive growth and poverty reduction. Since
