be better accommodated into regional development policies. With broad autonomy, local

governments can innovate and be creative in making policies and designing public services.
Programs designed by local institutions no longer overlap so that financing of development

becomes more efficient. After extensive autonomy, opportunities for cooperation between
regions are increasingly open in order to overcome problems. In many areas, cooperation between

regions runs well to overcome the problem of solid waste, tourism, the environment and others.
