                  Using an argument of reducing horizontal conflict and the high cost of direct elections, the

                  individual’s political rights to elect a regent/mayor or governor will be taken over again to the
                  DPRD members. However, democracy that has rolled away quickly will be difficult to stem.

                  Citizens who are now already smart will try to always criticise the behavior of DPR members
                  who will make laws that take the rights of the citizens. The House of Representatives should

                  not think about withdrawing the rights of the citizens, but looking for a way out of the problem
                  of the high cost of elections without having to cut democracy. How do you design direct

                  elections that are cheap and at the same time democratic in their implementation.



                  Conclusion




                          As a developing country, Indonesia has begun a step by doing decentralisation widely.

                  The Central Government has handed over most of its authority to the local government so
                  that the local government runs more effectively and its policies are in accordance with the

                  aspirations of the citizens. The election of local heads has changed significantly so that citizens
                  have more open space to choose their prospective leaders. The organizational structure is

                  designed so that the central government does not intervene too much policies made by the
                  regional government. Fiscal balance is made more fair and transparent so that rich regions get

                  more appropriate rights.


                          However, the various experiments still require continuous government engineering to
                  be better. The transition period for 20 years must be used as a momentum for future political

                  learning. Democracy has begun and citizens have gained political rights properly. However,
                  the shortcomings that occur need to be corrected without having to take back the rights that

                  have been given to the citizens. Therefore, it is necessary to have the right design so that the
                  efficiency of government and public services goes well and in tandem with democracy that

                  strengthens citizens.
