Since the enactment of decentralisation and regional autonomy, organizational
structures in the regions have changed. The existence of Kanwil in Provinces and Kandep in

the regency/city was abolished (see Figure 2). Thus, the regional development policy is no
longer solely the desire of the center which is then implemented in the region, but as a result
