within the region. The blueprint states the policy to enhance

cooperation among ASEAN University Network (AUN) members to
increase mobility for both students and staff within the region,
develop core competencies and qualifications for occupational

and trainers skills required in the priority services sectors and in
other services sectors, and strengthen the research capabilities

of each ASEAN member country in terms of promoting skills,
job placements, and developing labor market information
networks among ASEAN member countries.

I think this is a time for us to empower the ASEAN
secretariat as clearing house for all applications. The secretariat

should provide the single window and coordinate with the host
country’s professional regulatory board to fast track issuance
of alien working permits. In the long term, I think we should

amend the labor laws as well as constitutional provisions on
labor and mobility. For the short term, I think that there is

a need for a continuing consultative meeting of the ASEAN Law
Ministers and of legal luminaries in Southeast Asia. Furthermore,
a literature review also provides these following ideas to

address the challenges.

• Continue to implement measures to improve

the process and create clear criteria for Labor
Market Test (LMT) and the skill shortage list or a
positive list of occupations that are difficult to fill.
