Objectives of the ASEAN MRAs

                             The objectives of the ASEAN MRAs are special and
                     an important issue to highlight. Firstly, the objective of the

                     MRAs is to facilitate mobility of practitioners within the region.
                     Secondly, the objective is to exchange information and enhance

                     cooperation in respect of mutual recognition of practitioners.
                     Nevertheless, this cooperation, as I mentioned before, develops
                     very slowly. Thirdly, the ASEAN MRAs also aim to promote

                     adoption of best practices on standards and qualifications.
                     The AQRF is one of the most significant tools to address

                     the problems of labor mobility. Finally, MRAs’ purpose is to
                     provide opportunities for capacity building and training of
                     practitioners. This includes the re-training of professionals,

                     skilled professionals or workers in companies.





                     Challenges to MRA implementation

                             The challenges to MRA implementation can be

                     categorized into three – historical and legal challenge,
                     bureaucratic challenge, and educational and cultural
                     challenge. For starting the discussion on this point, I would like

                     to begin with historical and legal challenge. The constitutions
                     and legal frameworks in Southeast Asia are influenced or shaped

                     by colonial experiences and post-World War II developments.
