into the next half of the century. The ownership of the people,
the participation of the people and the sense of belonging that
people should have to this community. So, your exercise today,
this particular issue of how to improve upon the movement
of our people, the exchange of the skilled workers, opens up
the space for our developed human resources within the ten
countries. How are we going to shape them? How are we going
to facilitate them? How are we going to regulate them in areas
that we need to?
Now, ASEAN cannot use the same freedom as the
European Union. In this particular issue, EU would say we
aim for free movement of the people, underline the word
people. EU could try to aim at the free movement of people
because they think, they believe at closer extent and it is true
that the level of their people are quite similar, not the same.
That’s why we have a problem now. But at least, they have a
lot of common characteristics, common culture background.
They have to achieve a certain economic level. They have to
have common laws and regulations to govern their economic
activities and social interactions and to assure that they are
all democratic. So, Europe could begin with that aspiration of
promoting free movement of people.
ASEAN is different. ASEAN is very diverse in every
dimension or every sense of the word of diversity. We are
