We are facing many challenges on the movement of

                     licensed professionals in accordance with mutual recognition
                     arrangements or MRAs. MRAs cannot assure the actual movement
                     of professionals and they state no linked with immigration

                     regulations. Optionally, differences between national legal
                     systems affect movements in several ways especially concerning

                     social security and professional liability. In other words, real
                     progress in MRA implementation cannot be made without
                     addressing the restrictive domestic regulations impeding mobility

                     in accordance with MRAs. Therefore, this is a valuable opportunity
                     to exchange points of view and discuss challenges concerning

                     the implementation of MRAs and to review national regulatory
                     systems in order to discuss what has to be changed not only
                     to facilitate mobility but also to find legal measures to deal

                     with all possible difficulties arising dealing with mobility.

                             I sincerely hope that you all find this policy forum

                     very valuable and also hope that the points of view we hear
                     today will help us find the way to overcome obstacles to the
                     implementation of MRAs. Finally, KPI would like to express

                     our sincere appreciation to co-organizers, the University of the
                     Philippines, the House of Representatives, the Senate

                     Secretariat, and honored guests who make this forum possible.
