of Philippines Asian Center, deputy secretary-general of

the House of Representatives, and the Senate Secretariat,
distinguished and honored guests, welcome to the King
Prajadhipok Institute’s policy forum on “Legal framework on

ASEAN Mutual Recognition Arrangements (MRAs): the Need
for National Regulatory Change”. On behalf of KPI and the

co-organizer, we are honored that Dr. Surin Pitsuwan, the former
secretary-general of ASEAN, has agreed to give a special keynote
address on “Situation of Skilled Labour Flow in ASEAN”. This

policy forum is co-organized by the Secretariat Office of the
House of Representatives, the Secretariat Office of the Senate,

and the University of the Philippines.
