culture, religion, norms, legal systems, and governance.
So, if ASEAN were to use the phrase, “we are aiming a free
movement of people”, we will have problems because a lot
of people, 620 million people, will be moving around. Then,
you have no order, no control, no stability, and in some cases,
no security. So, the ASEAN leaders have agreed in the summit
in Bali that if you want to talk about integration, creating of
community, economic community of ASEAN, you can’t limit
only to goods, services, products, investment, capital; you
will have to talk about free movement of skilled labor, too.
Why? Because if capital flows from one country to the next,
you would certainly want to have some monitoring; some
representation looking at that sum of money invested across
borders. If you want to do merger acquisition from Thailand
to Indonesia, which happened, SCG Group acquired a factory
in Indonesia, in the process of acquisition, you have to do due
diligence and investigation. How much is it worth? How many
employees do they have? What is the whole of sales that
particular factory has produced and value of products that
they have produced each year?
This process needs someone to visit there. To the
point of full merger and acquisition, take over products, you
need someone to visit there. So the leaders decided that let
