The COE may prepare rules which shall not contradict nor

                     modify any of the provisions in the MRA, for the purposes of
                     maintaining high standards of professional conduct and ethical
                     practice in engineering. The COE will notify the ACPECC

                     Secretariat promptly in writing when an RFPE has contravened
                     the MRA or the host country’s laws and regulations.

                     3.3. A Comparative Analysis

                             From the comparison between medical and engineering
                     services under the ASEAN MRAs, it is obvious that there is no

                     single model for MRAs and ASEAN is attempting to establish
                     its own approaches to MRAs. The current approaches reflect

                     an attempt to strike a delicate balance between establishing
                     “regional qualifications” and “maintaining authority in

                     member states”  ; especially when ASEAN has to deal with
                     highly regulated professionals such as the medical practitioners.
                     From the foregoing discussion, it is obvious that the different

                     ASEAN’s policy approaches to MRAs result in a divert
                     implementation outcome at the country level.
