2. The special speech by a knowledgeable Thai academician on
“Rule of Law and Development of Democracy in Thailand”.
The speech will indicate the need to build social awareness
regarding enforcement of Rule of Law, and to enhance
fairness in society, which will lead to the development of a
sustainable democratic society.

3. The closing speech by Associate Professor Woothisarn
Tanchai, Secretary General of King Prajadhipok’s Institute, to
summarize the conclusions and policy ideas arrived at during
the Congress.

The academic seminar aims to be a forum for the exchange of
knowledge, and to mobilize ideas about Rule of Law, including the true
understanding of the term, the development of Rule of Law in Thailand,
and problematic issues regarding the enforcement of Rule of Law in
Thailand. The seminar is divided into two sections:

1. Panel discussions. This section allows the presentation of
ideas and exchange of experience among Thai and foreign
knowledgeable persons and academicians.

1.1 International panel discussion on “Challenges and
Prospects for the Development of Democracy: Rule of
Law, Constitution, and Democracy”.

1.2 Thai panel discussion on “Rule of Law, Constitution, and
Democracy: Different Perspectives and Understanding

towards a Single Purpose”.

2. Group discussions. This section is the forum for presentation
of academic articles and research results, and discussion of
