with academic benefit for political reform in Thailand and for further
enhancement of stable democratic society.

1) To serve as a public forum for presentation of academic
works relating to Rule of Law and democracy, particularly the
definition of these concepts to create better understanding
among the general public, as well as to establish the
framework of Rule of Law and identify concrete enforcement
of Rule of Law. This will result in awareness among all
sectors, public and private, of the importance of Rule of Law.

2) To exchange knowledge and experience in interpreting and
enforcing Rule of Law in theoretical, philosophical and realistic
terms among knowledgeable persons both domestically and
internationally.

3) To propose academic recommendations setting the direction of
Thai political reform so that the principle of Rule of Law, as a
principle important to promoting democracy, is completely

respected by all political institutions.

The objective of the 17 KPI Congress is to strengthen Rule of

Law in Thailand so that all sectors will appreciate and respect Rule of
Law. Although it is difficult to define this concept, it is possible to
make concrete use of it. Rule of Law will be addressed in the following
three dimensions.

The philosophical dimension of Rule of Law: This refers to the
background and meaning of Rule of Law, which has various
interpretations. Such interpretation encourages academic exchange from
