the perspectives of law, political science, social science, and public
administration. There will also be an exchange of ideas concerning the
limitations of Rule of Law in terms of enforcement, in order to create
understanding and to find approaches to apply the philosophy of Rule of
Law in a concrete manner.
The institutional dimension of Rule of Law: This refers to the
enforcement of Rule of Law with organizations that exercise state
power, political institutions, government officials, and, particularly,
organizations relevant to the juristic process. There will be an exchange
of ideas regarding organizations that exercise juristic power since those
organizations, particularly the Constitutional Court, interpret the term,
“Rule of Law” to protect the Constitution as the highest law and to
protect the rights and liberties of the people.
Rule of Law and the civil sector: This will highlight the
importance of Rule of Law with relevance to daily life of the people in
order to create awareness among the people that they are an important
part of developing Rule of Law in the society. Such knowledge and
understanding will enable the actual enforcement of Rule of Law in
society. It will also encourage the exchange of academic ideas on the
difference between the academic and realistic use of Rule of Law in
Thai society.
Keynote speeches are presented to allow knowledgeable Thai and
foreign persons with expertise and experience regarding Rule of Law to
share their experience, perceptions, and opinions. There will be three
keynote speeches.
1. The opening speech on “Rule of Law and Democracy: How
Rule of Law can Strengthen Democracy” by a knowledgeable
academician from the National University of Singapore.
