First, Local Public Enterprises (LPE) are required to operate public services to develop
the revenues and make profits to local governments in order to reduce the burden of the
central government. Above all, the operations must depend on community benefits. The Local
Public Enterprise operated by local governments should be competitive with private sectors.
The potential of the Local Public Enterprise by local governments should be able to provide
public services efficiently and cost-effectively under the supervision of the local governments
with good governance principles.
Second, Social Enterprises (SE) operated by local governments are to serve the social
need and environmental goals of the district. The Social Enterprise of local governments need
to include local people’s participation, the cooperation among local governments and other
sectors of social enterprise. Local governments should be able to rely on themselves in the
operations, reduce the reliance on the central budgets, and increase mobility in public services.
The operation must be under the supervision of the local governments with good governance
principles.
In addition, local governments can provide support, cooperate, or transfer of public
services to the private Social Enterprise to ease the burden on local governments.
From two main principles leading to these additional 9 steps:
1. Thai local governments can apply any types of public service under the law in the
form of Local Public Enterprise and Social Enterprise.
2. Public Services in a Local Public Enterprise and Social Enterprise must be for general
interest and community benefit.
3. Local Public Enterprise and Social Enterprise under the control of the operations of
local government must be under the supervision and provided on the standard.
4. Public Services in the form of Local Public Enterprise and Social Enterprise must
have the potential to the development of local revenues to carry the activities without
relying on subsidies from the central government or relying on only as needed.
5. The profit maximization of public services in the form of Local Public Enterprise and
social enterprises can be preceded under the principle of the Optimal Profit from
Optimal Services.
6. Local Public Enterprise and Social Enterprise must hold contestability of the public
services. However, the competition is to create cost-effectiveness and efficient
consumer coverage. The operations must protect public interest without interfering the
local fiscal status or providing privileged to certain groups of people.
