For example, a water utility is provided in low price and there are no charges
for many kinds of public services. In the view of local governments, the loss of
providing public services is unavoidable, but the loss can be relieved without a
serious threat to the public.
= Intent without budgets and legislation
There are many cases where local governments are looking forward to
operating Local Public Enterprises in accordance with the political, Local Public
Enterprise intent, but a limited budget and the lack of funding, legal support
undermine the spirit of Local Public Enterprise operations at the very start.
