3) Recommendation on Organization’s Performance
Thailand should improve the capability of local government agencies to be able to
operate Local Public Enterprise and Social Enterprise in accordance with the following
recommendations:
= Building capability on business and the development of local revenue for the
operation of Local Public Enterprises and Social Enterprise
= Encouraging local governments or associations of local government to attend the
consulting, training or knowledge exchange on the operation of Local Public
Enterprise and Social Enterprise
= Encouraging local governments to run Social Enterprise for public benefits
= Setting up an agency to oversee, monitor, and promote the operation of Local Public
Enterprise and Social Enterprise by local organization.
3. Local Economic Development: LED
Local economic development: LED is a process and effort to develop and maintain the
good condition of the local economy. Such processes focus on increasing competitiveness and
creating sustainable economic growth for local organizations. The potential of local economic
development depend on cooperation of many sectors such as private sectors, NGOs, local
governments, and local citizens.
The main objective is to develop the local economy in at least four aspects.
1) Strengthening the capability of local government or economic potential and increasing
diversity of local economy
2) Creating jobs leading more employment and higher productivity
3) Increasing the capability to expand the tax base of local governments.
4) Developing the areas in the community especially slum areas and historic areas.
Concept of Local Economic Development
Local governments should consider the important principles in the development of the
local economy to bring revenues in Multiplier Effects and to generate sustainable growth of the
local governments. “Multipliers” or “Multiplier Effects” is a result of the increased costs that
would lead to incomes more than expenditures. The local economic development, resulting in
Gross Regional Product (GRP) or Gross Domestic Product (GDP) of the country, is from the
