โดยประมวลกฎหมายอาญาสวิส มาตรา 366(1) กำาหนดให้

ต้องมีการบันทึกและจัดเก็บข้อมูลของบุคคลที่กระทำาความผิด
ในอาณาเขตของสวิตเซอร์แลนด์และคนชาติสวิสที่กระทำาความผิด

ในต่างประเทศ และประมวลกฎหมายอาญาสวิส มาตรา

367(1) กำาหนดให้หน่วยงานต่าง ๆ ประกอบด้วย 1) สำานักงาน
ยุติธรรมกลาง (Federal Office of Justice – FOJ) 2) หน่วยงาน

ด้านการยุติธรรมของพลเรือนและของทหาร 3) หน่วยงาน
ที่รับผิดชอบเกี่ยวกับมาตรการจำาคุก และ 4) หน่วยงานระดับแคว้น
