ในการประชุมการประชุมระดับโลกว่าด้วยภาวะมลพิษทางอากาศและสุขภาพ (Global

Conference on Air Pollution and Health) ที่จัดโดยองค์การอนามัยโลกเมื่อ ค.ศ. 2018 Michelle Bachelet

ข้าหลวงใหญ่สิทธิมนุษยชนแห่งสหประชาชาติ ได้กล่าวในถ้อยแถลงว่า “…ไม่มีข้อสงสัยเลยว่า
มนุษย์ทุกคนมีสิทธิที่จะหายใจอากาศสะอาด” (There can be no doubt that all human beings are

entitled to breathe clean air) จากค�ากล่าวนี้แสดงให้เห็นว่า สิทธิมนุษยชนกับภาวะมลพิษทางอากาศนั้น
มีความเกี่ยวข้องสัมพันธ์กันอย่างแยกไม่ออก ความเสียหายทางสิ่งแวดล้อมที่เกิดขึ้นไม่ว่าจะเกิดจาก

แหล่งก�าเนิดมลพิษใดอาจก่อให้เกิดผลกระทบต่อการอุปโภคสิทธิมนุษยชนอย่างเต็มบริบูรณ์ในหลายด้าน
ความเสียหายทางสิ่งแวดล้อมท�าให้สิทธิมนุษยชนของประชาชนได้รับความกระทบกระเทือนและสุ่มเสี่ยง
ต่อการละเมิด สิ่งแวดล้อมที่ดีจึงเป็นเงื่อนไขส�าคัญที่ท�าให้มนุษย์สามารถด�าเนินชีวิตได้อย่างปกติสุข

ความเสียหายทางสิ่งแวดล้อมที่กระทบต่อสิทธิมนุษยชนนั้นสามารถพิจารณาได้จากหลายแง่มุม

ทั้งในเชิงผลกระทบที่เกิดขึ้น บุคคลที่ได้รับผลกระทบ และขอบเขตของความเสียหาย ดังที่ John Knox
