2. There should be a mechanism for monitoring, reviewing,
and proposing a bill to amend laws that are contrary to or

inconsistent with the fundamental principles of community
rights as recognized by the constitution within a fixed period

of time by providing a mechanism and powers of independent
organizations, in addition to the process of controlling any act

promulgated contrary to or inconsistent with the Constitution.

3. In organizing the structure of community rights certification,

original local community guidelines for the organization and

boundaries of the provisions relating to community rights
should be applied in accordance with the guidelines and
examples from the 2007 Constitution (as shown in the report).
