Executive Summary
Project of Local Election Study in 2020:
The Election of Members of the PAO Council and Chief Executive of the PAO

The structure of a local administrative organization consists of a local assembly
and local executives. Constitution of Kingdom of Thailand B.E. 2560 (2017) section 252
specifies that members of a local assembly shall be elected and local administrators
shall be elected or shall be installed by the approval of a local assembly. In 2019 there

was the announcement of using The Election of Local Assembly Members or Local
Executives Act, B.E. 2562 (2019) with the intention of serving the provision of constitution
in this section. Section 252 specifies the qualifications of voters, candidates, principles

and election procedures of a local assembly or local executives. Also, the Election
Commission of Thailand (ETC) issued many regulations and announcements in order to

provide the local election. On October 6 , 2020 Council of Ministers had an approval to
firstly provide the election of local assembly and local executives for local
administrative organizations. Then ETC planned to provide the election and issued the

announcement on October 26 , 2020 to set the election of local assembly and local

executives for local administrative organizations on December 20 , 2020.

From the reasons mentioned above, College of Local Administration, King

Prajadhipok's Institute as the government sector having the missions in supporting and
developing knowledge to improve the local administration as a strong foundation of the
administration in the country under the Democratic form of Government with the King as
Head of State provided a project of Local Election Study in 2020: The Election of

Members of the PAO Council and Chief Executive of the PAO. The researchers were
responsible for data analysis of a local election in Nakhon Si Thammarat Province. The
results were as presented as follows:
1. Political environment on the election of Members of the PAO Council

and Chief Executive of the PAO: the research showed that during the election of
Members of the PAO Council and Chief Executive of the PAO, there was high
