Just let me show you how the changes in localism. In 1944, at the time, there
is no role for the local legislature, because, regents or governor candidates were only
proposed by local legislature, but the final decision was made by the central
government. The candidate can be 3-5 people. And mostly, at the time, was people
from the military background. Because the final decision was made by the central
government either by National Home Affairs, or the President, then, they, I mean the
regent or the governor tended to be responsible or accountable to the central
government rather than to the local people. You can see that the number of
governors at the time, 22 among 26 governors, they had military background.
In 1998, still, 122 out of 329 disregard all mayors, and 15 out of 27 governors were
military. The problem, at that time, there was many politics with the central
government officer. Because the final decision was made by the central government,
if you want to be the selected of the government, then you have to pay to the
central government officer.
The second one, Number 22, 1999. Regents and governors chosen by the local
legislature. For regent or mayor, they were chosen by district legislature, but governor
by personnel legislature and that is the final decision. You don’t have to send the
candidates to the government. That’s why, then, the regent or governor, they were
accountable to legislature. Unfortunately, the local legislature could dismiss regent or
governor by refusing accountability in the report. So, it becomes new Money Politics.
If the local legislature do not like this governor, ok, we will dismiss you, but if you
pay us, then you will be safe. That’s another issue. So, the problem is many politics
within local legislature. It’s a game, but then, the districts have all regents, all mayors
with governor, and governor with local legislature. So, not within the central
government. but, among the executive and the legislative body. And most of them
are senior wildcats, no more, I mean, military has been richest, but now they are
mostly senior wildcats. And then in 2004, with the new law, it has changed. So,
regents or mayors and governors are elected directly by citizens. But local legislature
now cannot dismiss the regent or governor, but on propose. If they don’t like,
if there’s something wrong with the regent or mayor, they just send propose, a letter,
to the central government. There’s something wrong with this governor, there’s
something wrong with the mayor, so they ask the minister on the position to dismiss.
Most of the candidates are different now. Mostly they are entrepreneurs and
politicians. The problem is now many politics with the constitution. So, they have to
pay the people to get more votes. It becomes very, very expensive now. Because to
handle the voice, we have only to handle 45 local legislatures, but now we have to
handle million people to become district head or mayor, to become the governor. So,
it becomes very, very expensive. That’s why… because of this expensive election,
they have to spend a lot of money and they need return on investment. Until now,
2016, for example, there were 18 governors and 343 mayors have been caught by
Anti-Corruption Commission. So, more than 50% of them have been put in jail just
because of corruption. Of course, they spent a lot of money. They need to return. ª£¸²£ª±¡¡²¥¸h¡¢h¢µÈ
It’s good, because it means that we actually seriously anti corruption, but it’s bad
news because there are too many corrupt people.
