13. Resource Action point: Request for an update on the survey of
Inventory at the available resources in each of the voting centers, including:
Voting Centers • Telecommunications facilities
• Power supply and periods of operation

• IT-capable personnel for the BEIs and BOCs
14. General Issuance of drafts of the General Instructions Governing
Instructions the Consolidation, Transmission, and Canvassing

of Votes, and the General Instructions for the Board of
Election Inspectors (BEI) on the Voting, Counting, and
Transmission of Election Results.

Action point: Request for an update on the steps being
taken to refine and finalize the General Instructions, taking
into account comments from stakeholders.

15. Stakeholder Section 26 of R.A. 9369 states that the COMELEC shall undertake
education and --not later than six months before the actual automated
training election exercise -- a widespread stakeholder education
and training program, through newspaper of general

circulation, radio, television and other media forms, as
well as through seminars, symposia, forums and other
non-traditional means, to educate the public and fully

inform the electorate about the AES and to promote values
towards an honest, peaceful, orderly and informed elections.

Action point: Request for update on the plan for this
required stakeholder education and training program,

particularly for voters and BEI/BOC members, and the
progress of its implementation, including information on
the areas and number of voters and BEI/BOC members

covered in each area.
