6. Secured Section 19 of R.A. 9369 requires that election returns be
transmission of transmitted electronically and digitally signed, and these
election results shall be considered as the official election results to be

used as the basis for the canvassing of votes and the
proclamation of a candidate.

R.A. 8792 (Electronic Commerce Act) provides the provisions
for the use of digital signatures for electronic transactions.

Will the COMELEC employ existing certification authorities
(e.g., Verisign, eTrust, Thawte) for the signature keys of

the BEI and BOC members?

Have the BEI and BOC members been trained on how to

secure their signing keys?

Action point: Request for an update on the plans of the
COMELEC on the use of digital signatures by the BEI and
BOC members.

7. Transmission Under the Terms of Reference for bidders, the COMELEC
facilities requires that the transmission capability covers all

clustered precincts for the electronic delivery of the
election results to the different canvassing levels.

Action point: Request for an update on the survey of
available transmission facilities covering the various voting

centers, and on the arrangements for the use of such
facilities for the AES, including the areas covered by each
of the various arrangements.
