18. Continuity Section 9 of R.A. 9369 requires the development,
plan provisioning, and operationalization of a continuity plan
to cover risks associated with the AES at all points in the
process such that a failure of elections, whether at voting,
counting or consolidation, may be avoided.
Section 11 also mandates that the AES be so designed to
include a continuity plan in case of systems breakdown
or any such eventuality which shall result in the delay,
obstruction or non-performance of the electoral process.
Action point: Request for an update on the development
of the continuity plan and how this plan shall be
implemented.
19. Electoral protest One of the main reasons for the shift to an AES is to
mechanism make cheating difficult, if not impossible. However,
there is still the possibility of election protests being
filed by candidates and interested parties.
Action point: Request for an update on the following
from the COMELEC:
• If it has identified the grounds for election protests
under the AES.
• If it has already defined the appropriate mechanisms
for addressing and resolving such protests.
