The STAR CARD. AES Watch has adopted a 20-point System
Transparency, Accountability and Readiness Scorecard or STAR
Card to focus attention on what it considers the key milestones that
must be achieved by COMELEC to signal 100 percent readiness for the
automated elections.
MILESTONES
1. System Various hardware and software components (e.g. PCOS
component and CCS machines, servers, etc.) have to be developed,
delivery customized, manufactured, delivered, configured and/
or tested to have a fully functioning automated election
system.
Action point: Request for an updated time table showing
realistically that all needed components of the AES will
be in place in time for the elections.
2. Machine To ensure that the machines to be delivered to COMELEC
production quality are of the highest quality, quality assurance engineers
assurance with knowledge and skills on computer hardware should
be deployed to the manufacturing facility.
3. Source Code Section 12 of R.A. 9369 states that once an AES technology
is selected for implementation, the COMELEC shall promptly
make the source code of that technology available and
open to any interested political party or groups which
may conduct their own review thereof.
Action point: Request for an update on the plans of the
COMELEC to have the source code reviewed, certified,
and secured, and put the same in escrow with Bangko
