               see the rule of law and democracy are actually real, common
               denominators.  Therefore, we can leverage.  It’s now time to join
               hands in building the rule of law and democracy and take it as our
               future goal. Not only for the sake of having true and firm
               establishment of democracy and the presence of the rule of law
               but also for the actual human rights protection, peace and
               prosperity of Thailand as a whole.

                     This task is, of course, easier said than done.  So, our next
               step is to move forward to establish strong rule of law and true
               democracy in Thailand, especially in the time of conflicts like this.
               This is the question on which we should be putting our hearts.
               We should think about it carefully and deliberately. And if we
               think hard enough, we will see that it all comes back to people, to
               each of us individually.

                     In my three decades of working to mainstream the rule of
               law, I have come to realize that it takes more than just well written
               law and good understanding of the rule of law and democracy to
               cause them to be truly established.  Instead, it requires people and
               society to see and value the importance and act in accordance with
               the principle of the rule of law and democracy.

                     It requires a culture that is suitable and enabled to be known
               as the culture of lawfulness.  Why is the culture of lawfulness
               important?  Because the culture of lawfulness would make all
               members of the society see the importance of the law.  It’s when
               all people take the issues of the rule of law as their own issues and
               not leave them to just lawyers and policy makers.

                     In order for the rule of law and democracy to be fully
               realized, we need all people, we need everyone including all of
               you.


                     I wish to end my speech with a little note to ensure all of us
               that even there are still problems and difficulties lie ahead on our
               road toward the reform, at least, we have come toward the right
               part, on the right direction.  We heard from the previous speakers
               about 800 years of Magna Carta.  I hope we don’t have to wait
               800 years.  Also, we heard from Dr. Jingjai about Johnny Welch
